Dr. Jim E. Payne brings a distinguished record of accomplishments in research to his new role as dean of the Spears School of Business at Oklahoma State University.

Previously the dean of the Woody L. Hunt College of Business and holder of the Paul L. Foster and Alejandra de la Vega Foster Distinguished Chair in International Business at the University of Texas at El Paso, Payne was named the dean of Spears Business in June and wasted little time enhancing the already excellent research reputation of the school.

Payne served as a Fulbright Research Scholar and a Fulbright Senior Specialist at the Institute of Economics in Zagreb, Croatia. He has published 290 peer-reviewed journal articles, and his scholarly work has been recognized in the Stanford-Elsevier global ranking of researchers. In addition to his own scholarly work, Payne is on the editorial board of several highly regarded academic journals.

“I am honored and inspired by the opportunity to contribute to an institution with a legacy of research distinction,” Payne said. “I am looking forward to working with the faculty, staff and students to write the next chapter of excellence in business education and research, one that builds upon our storied past and propels us toward an even brighter future.”

Along with serving in his role as dean, Payne continues to publish in well-respected academic journals, covering a range of topics in the field of economics, from issues related to energy economics to the role of policy uncertainty in driving economic outcomes. According to Google Scholar, Payne’s research has generated 22,678 citations with an h-index of 68. In addition to his scholarly work, Payne currently serves as the president of the Southwestern Business Deans’ Association.

In over 20 years of higher education administrative experience, Payne has served as a department chair, dean and provost at both public and private institutions. He received a bachelor’s degree in economics from Berea (Kentucky) College in 1985, a master’s degree in economics (1987) and doctorate in economics (1989), both from Florida State University.
