Ryan McCulloch, a Bixby, Oklahoma, native with more than a decade of experience in higher education finance, accounting and auditing, recently began working as Oklahoma State University Institute of Technology’s vice president of fiscal services.

McCulloch was hired in July to serve in the role. His career includes lengthy experience in financial reporting, budgeting, strategic planning, internal controls and institutional leadership. He most recently served as controller at Tulsa Community College, where he led accounting operations for Oklahoma’s largest community college, overseeing financial reporting, compliance, audit coordination, grants management and long-term fiscal planning across a multi-campus institution.

As an Oklahoma native who most recently served as controller for Tulsa Community College, Ryan has demonstrated a strong commitment to fiscal stewardship and strategic financial management,” said Dr. Richie Roberts, OSUIT provost. “We are excited to welcome him as our new vice president for fiscal affairs and look forward to the impact his experience and leadership will have on the future of OSUIT."

McCulloch said he is honored to join OSUIT and its mission to make a meaningful difference for students and Oklahoma’s workforce.

“What drew me to OSUIT is its commitment to hands-on, career-focused education and the close partnerships it has built with employers across the state,” McCulloch said.

McCulloch also worked in public accounting at Eide Bailly LLP, providing audit and advisory services to higher education-related organizations, nonprofits, financial institutions, manufacturers and other clients. He said he is committed to strengthening organizations through sound financial practices, responsible stewardship and community engagement.

He earned an associate degree in mathematics from TCC, followed by bachelor’s degrees from Northeastern State University and OSU. He is currently completing a Master of Accounting and Financial Analysis at NSU. He was recognized in 2026 as one of The Journal Record’s Achievers Under 40.

McCulloch said he looks forward to contributing to OSUIT’s continued success.

“I’m excited to work with the talented faculty and staff at OSUIT to support student success, strengthen the university’s resources and help position the institution for continued growth,” McCulloch said.
