To address this, the City of Tulsa’s redevelopment arm opened the land just north of Interstate 244 to create a higher education campus, University Center at Tulsa, or UCAT. UCAT was composed of OSU, Langston University, the University of Oklahoma and Northeastern State University, providing mainly graduate-level academic programming.
