OSU Board Approves Personnel Actions

(STILLWATER, Okla., Sept. 14, 2007) -- The Oklahoma State University/A&M Board of
Regents approved several personnel actions during its Sept. 14 meeting at Oklahoma
State University in Stillwater.
Garvin W. Quinn, director of marketing and communications at the Institute of Agriculture
at the University of Tennessee since 2001, was named director of Agricultural Communications
Services.
He received his B.S. in agronomy from Oklahoma Panhandle State University, and his
master’s degree and Ph.D. in communication from the University of Kentucky, Lexington.
Quinn also served as director of agricultural communications at the University of
Delaware, Newark, from 1995-2001, and prior to that worked in extension at the University
of Kentucky and OSU.
He is active in the Association for Communication Excellence, and received the National
Program of Excellence Gold Award in 2000 from Epsilon Sigma Phi, Cooperative Extension’s
honorary fraternity.
M. Keith Owens of Texas A&M University, Uvalde, was named professor and head of the
Department of Natural Resource Ecology and Management. His appointment grants tenure.
He joined the faculty of Texas A&M University in 1983, and he has served as professor
and head of the Department of Natural Resource Ecology and Management since 2007.
Owens received B.S. degrees in range management and forest management from the University
of Idaho, his master’s degree in range management from the University of Wyoming,
and his Ph.D. in range science from Utah State University. He holds professional memberships
in the Society for Range Management, the Ecological Society of America and the American
Geophysical Union.
K. Celeste Campbell, director of the OSU Bureau for Social Research since July 2006,
was named university registrar.
She served as assistant director of the OSU Honors College from 1995-96, and was manager
of course development and marketing and an instructional developer for OSU’s Independent
and Correspondence Study from 1990-94. Prior to this she taught mathematics in Texas
and Oklahoma schools and was a part-time mathematics instructor at OSU.
Campbell received her B.A. in mathematics with honors, her master’s degree in applied
mathematics, and her Ph.D. in educational psychology, all from OSU. She is a member
of the American Association for Public Opinion Research.
Blayne E. Mayfield, OSU associate professor of computer science, was named director
of the Institute for Teaching and Learning Excellence, formerly known as Educational
Television Services.
He received his bachelor’s, master’s and Ph.D. in computer science, all from the University
of Missouri. He joined the OSU faculty in 1988, served as interim department head
from 1993-94, and was head of the department from May 1994 to August 2000.
Mayfield has taught distance education courses for more than 15 years. He holds professional
memberships in the Association for the Advancement of Artificial Intelligence, Association
for Computing Machinery, and Sigma Xi.
Kelly J. Burley, former news and program director at KOSU radio, was named director
of the public radio station. Since 2003 he has worked with AARP, as the associate
state director for the Oklahoma State Office and as the interim state director for
the Oregon State Office.
From 1990-97 and from 1998-2003, Burley served as radio news director and then
program director at the radio station, earning numerous broadcasting awards, including
three National Edward R. Murrow Awards, two National Journalism Awards from the Scripps
Howard Foundation, two National Public Radio News Directors Incorporated Awards, and
he was a finalist for the DuPont Columbia Award. From 1997-98, he was a visiting assistant
professor at the OSU School of Journalism and Broadcasting.
He earned his B.S. in broadcast journalism and his master’s degree in mass communications
from OSU.

professor, civil and environmental engineering; Miles M. Hunter, assistant professor,
engineering technology; Reza Abdolvand and Nazanin Rahnavard, assistant professors,
electrical and computer engineering; Krishnan R. Vaidyanathan, research professor
and director, New Product Development Center, general engineering; David A. Rubenstein,
assistant professor, mechanical and aerospace engineering; Elisaveta Slevitch, assistant
professor, hotel and restaurant administration; Hyunjin Kim, assistant professor,
human development and family science; Jason B. Arble and Justin D. Thomason, assistant
professors, veterinary clinical sciences.
CHANGES: James Leising, title change from professor and department head to professor
and assistant director of international programs in agriculture and academic program
support, agricultural sciences and natural resources; Robert S. Dooley, associate
professor, business administration, appointment to Stinchcomb Professorship, business
administration; Matthew W. Brosi, assistant director, human development and family
science, appointment to director, Center for Family Services; James S. O’Geary, change
in title from director to assistant vice president for research compliance, research;
Steven C. Price, change in title from assistant vice president for technology development
to associate vice president for technology development, research.
For OSU-Oklahoma City, appointments were approved for Kenneth L. Heitzman, instructor,
fire protection, and for Michelle Riley, instructor, nurse science. Larry W. Robinson,
assistant professor and interim department head, public safety, was named assistant
professor and head of public safety. Armando Cruz, associate professor of science,
was named department head.
For the OSU Center for Health Sciences, appointments were approved for Jarrad R. Wagner,
assistant professor, associated health sciences; Gerwald A. Kohler, assistant professor,
biochemistry and microbiology; and for David M. Gearhart, clinical assistant professor,
family medicine.
For OSU-Okmulgee, Deborah J. McIntyre was named vice president, business affairs.
